The Martha's Vineyard Land Bank Commission, created in 1986 to counter a building boom, acquires land and manages  it for public use. The Land Bank has conserved some 29,000 acres on Martha's Vineyard, representing just under 6 percent of island territory. Such purchases are funded by a 2-percent surcharge on most island real-estate transfers.
